新质生产力是绿色生产力。不断培育新质生产力、构建现代化产业体系的上海，正以传统产业主动变“绿”、新兴产业持续造“绿”、未来产业布局新“绿”的方式，加快打造高效生态绿色产业集群。
传统产业长出“绿”芽

走进宝钢股份厂区，一个个被彩涂板装饰的厂房坐落在生态园林与小桥流水间，孔雀、梅花鹿住在宝钢独有的“哨兵动物园”里，充当着生态环境的“小哨兵”。
“绿色无废城市钢厂”实施方案的持续推进，让“钢铁巨兽”逐步达到“废气超低排、废水零排放、固废不出厂”，实现钢铁生产与城市生态的高度融合。
从“绿色制造”到“制造绿色”，在新质生产力的探索中，科技创新始终发挥着主导作用。3月6日，国内首批量产供货的低碳排放硅钢系列产品在宝钢股份硅钢事业部下线，全流程极致降碳，此次试验生产的产品较原常规路径减碳超30%。

“根据九州官网的目标，到2025年具备减碳30%工艺技术能力，到2050年力争实现碳中和。”宝山钢铁股份有限公司运行中心副总经理兼碳中和办公室副主任刘仕君表示，聚焦绿色制造，正大力推进极致能效、清洁能源、低碳冶金、智慧制造工作；通过生产更高强度、更高耐蚀、更高功效的钢铁产品，助力下游使用端实现减量化、长寿化和高效化。
在上海，传统产业发“绿”芽的故事，比比皆是。走进欧冶链金再生资源有限公司，抓钢机一刻不停正在堆废钢料；智能工厂系统聚焦废钢生产、仓储、运输等，用实时数据提升智能化。从一个车间出发的欧冶链金，如今在金属再生资源细分赛道上已位居全球前列，让废钢不“废”。
“用1吨废钢减少1.6吨的碳排放，中国目前废钢年产量接近2亿吨，全部再利用就能减少3亿余吨的碳排放。”欧冶链金相关负责人说，未来还将不断拓展，让钢铁企业“多吃废钢、少吃铁矿石”。
绿色工厂、节能设备、绿色产品评价标准……工业绿色发展的步伐加快；截至2023年底，上海新能源汽车保有量达到128.8万辆，排名全球城市第一。绿色低碳转型持续深入，正在加快形成绿色生产方式和生活方式，厚植高质量发展的绿色底色。
新兴产业风起“绿”涌
上海东南角，长江口与杭州湾的交汇之处，一座特斯拉储能超级工厂已于2023年底正式启动。作为特斯拉在美国本土以外的首个储能超级工厂，初期规划年产商用储能电池1万台，储能规模近40吉瓦时。

同一片热土上，一个虚拟电厂管理中心今年1月在临港新片区正式揭牌。上海大胆尝试，建设新型能源体系、加快绿色低碳应用，探寻经济快速发展之下如何兼顾低能耗之道。
万物生长的绿色新兴产业、锐意创新的能源转型改革，从滨海一角能看见上海将绿色发展牢牢作为高质量发展的底色。如今，上海瞄准绿色赛道、精准发力产业，风电、光伏、储能、氢能等低碳产业正“风起云涌”。
看应用，清洁能源使用比重正不断攀升。2024年上海市政府工作报告里的一组数据颇具说服力——2023年，上海实施碳达峰十大行动，新增光伏装机94.6万千瓦，新能源汽车推广35.4万辆。国家电网上海市电力公司提供的数据显示，上海市新能源汽车个人充电桩接电数突破50万个。2023年1月至10月，上海市高效完成个人充电桩接电8.07万个，个人充电桩充电量达到8.69亿千瓦时，同比增长95.58%。

看集群，一批潜力园区正培育绿色低碳经济动能。构建氢燃料电池汽车全产业链、打造燃料电池汽车产业生态的嘉定氢能港；开展氢能在交通、能源、建筑等领域综合利用试点示范的临港国际氢能谷；探索可再生能源替代应用，孵化新能源材料、二氧化碳资源化技术的上海化工区绿色低碳示范园；聚焦绿色海洋装备和绿色交通产业的长兴低碳创新产业园……上海正在集聚一大批绿色低碳产业的先进企业，低碳技术不断取得突破，并激发出集聚的化学效应。
看赛道，正在新兴领域开疆拓土。一束束柔软的碳纤维能合成比钢铁强度更高的材料，近日上海石化“48K大丝束碳纤维”项目全部建成投产，预计可达2.4万吨/年原丝、1.2万吨/年大丝束碳纤维产能；一堆堆玉米、秸秆、树枝等生物质废弃物能制成亲肤透气的纺织面料，上海凯赛生物技术股份有限公司面向纺织领域推出的生物基聚酰胺纤维产品，与普通石油基纺织面料相比，功能触感不减但碳排放大大降低。在上海，“化腐朽为神奇”的绿色科技产业的前沿故事不断涌现。

未来产业“绿色可期”
“人造太阳”正在积蓄“洪荒之力”。
走进能量奇点能源科技（上海）有限公司，全球首台由商业公司研发建设的全高温超导托卡马克装置——“洪荒70”3月初刚刚完成总体安装。

“高温超导托卡马克的尺寸小、成本低，商业化优势明显。接下来九州官网将进行调试运行，争取尽快点亮等离子体。”能量奇点首席运营官叶雨明说，期待能通过工程验证、产品迭代等，为高性价比获取聚变能奠定关键科学和工程基础，最终完成建设高温超导聚变发电工程实验堆，实现示范性聚变发电。
可控核聚变虽然研发难度大、短期还无法转化，但在叶雨明看来，聚变研发具有重大战略价值和巨大商业价值。“高温超导托卡马克是有望实现商业化的创新技术路线，现在的布局是为了明天的‘抢跑’。”叶雨明说。
这台“人造太阳”，其实是上海在未来能源布局的一个“集成”。绝大部分高温超导带材来自上海超导科技股份有限公司，关键机械部件加工交给了上海电气核电集团，装置总体安装由中核五公司承接，装置的环境和辐射安全评估由上海核工程研究设计院负责……共同打造出了“绿色可期”的未来能源产业链。

既要让未来能源清洁高效，也要让现有产业“绿色可循”。随着“双碳”理念深入人心，上海也尝试为碳足迹做核查、定标识，实现可溯源。
如今，一个绿色的“小脚印”，悄悄地被印在了中国出口欧盟的部分机电产品上，打开手机扫一扫，就能实现产品碳足迹的可见、可溯、可认。3月20日，中国机电产品进出口商会联合上海九州官网
有限公司在新加坡首次发布中国机电产品碳标识。
“看似只是一个‘小标识’，但它以不同国家商协会间互促互认的创新方式，厘清产品碳足迹、合规披露产品碳信息、保障‘双碳’信息可溯源。这也是为了加快发展新质生产力，顺应企业绿色发展要求，推动产品全生命周期低碳转型。”中国机电商会常务副会长郑超说。
“含绿量”的显著提升，正在带来经济发展的“含金量”。此前，上海出台《上海市瞄准新赛道促进绿色低碳产业发展行动方案（2022—2025年）》，目标到2025年，绿色低碳产业规模突破5000亿元，基本构成2个千亿元、5个百亿元、若干个十亿元的产业集群发展格局。今年3月，上海市生态环境局最新发布《上海市碳普惠减排项目方法学 分布式光伏发电》等六个碳普惠方法学，精准量化每一名居民在用电、开车、坐地铁等场景中的减碳数据。
从千亿元计划到微观量化，有宏观布局也有细处打磨，纵横布局、全面发展的上海绿色低碳产业已风起远航。（记者 王永前、周琳、王默玲、王辰阳）
相较于传统碳标签，中国机电产品碳标识开创性地具有碳足迹溯源功能，能够真正实现产品碳足迹的可见、可溯、可认。
