          4月10日，央行等七部门联合发布《关于进一步强化金融支持绿色低碳发展的指导意见》。目标在未来5年，国际领先的金融支持绿色低碳发展体系基本构建；到2035年，各类经济金融绿色低碳政策协同高效推进，金融支持绿色低碳发展的标准体系和政策支持体系更加成熟，资源配置、风险管理和市场定价功能得到更好发挥。其中还提到，支持高排放行业和高排放项目绿色低碳转型。充分发挥国家绿色发展基金的示范引领作用。鼓励具备条件的金融机构、社会资本成立碳达峰碳中和转型基金。
          国家发展改革委：印发《节能降碳中央预算内投资专项管理办法》
          4月8日，国家发展改革委印发《节能降碳中央预算内投资专项管理办法》。列入绿色低碳先进技术示范项目清单的参照技术攻关管理并按支持资金不超过项目总投资的30%控制，其他碳达峰碳中和先进技术示范及应用项目、重点行业和重点领域节能降碳项目支持资金按不超过项目总投资的20%控制，循环经济助力降碳项目支持资金按不超过项目总投资的15%控制，单个项目支持资金原则上不超过1亿元。中央和国家机关有关项目原则上全额安排。
          工信部：支持我国新能源汽车企业加快海外发展，推动形成互相认可的碳排放、碳足迹核算规则
          近日，工信部表示，发展新能源汽车是世界各国推动经济社会绿色低碳转型的必然选择。将进一步加强新能源汽车领域高水平开放合作，让科技创新成果更好惠及世界各国人民。加快国内外新能源汽车领域标准法规对接，加强与相关国家和地区低碳发展合作，推动形成互相认可的碳排放、碳足迹核算规则，为全球技术应用、产品推广创造良好环境。

          4月12日，国务院总理李强主持召开国务院常务会议，听取关于节能降碳工作的汇报。会议审议通过《2024—2025年节能降碳行动方案》和《加快构建碳排放双控制度体系工作方案》，强调要聚焦重点领域推进节能降碳，将其与扩大有效投资、老旧小区改造、设备更新和消费品以旧换新等结合起来，倡导简约适度、绿色低碳的消费方式，更好发挥节能降碳的经济效益、社会效益和生态效益。
          国家认监委：发布关于明确直接涉碳类认证规则备案要求的通知
          4月7日，国家认监委公众号发布关于明确直接涉碳类认证规则备案要求的通知。通知显示，直接涉碳类认证规则是指以温室气体排放量化为基础，对产品、管理体系、服务等实施碳相关认证的基本要求和程序。将直接涉碳类认证规则根据认证目的与需求的不同，分为碳减排/清除、碳披露、碳中和三类，并明确各类认证的要求。

          上海市：印发《浦东新区2024年碳达峰碳中和及节能重点工作安排》
          4月10日，上海市浦东新区人民政府印发《浦东新区2024年碳达峰碳中和及节能重点工作安排》。其中提到，开展气候投融资基础数据库标准研究，指导企业开展自愿碳核算与信息披露工作，指导企业碳账户设立。培育，鼓励引导企业积极申报“绿色工厂、绿色产品、绿色园区、绿色供应链、零碳工厂”等示范企业，培育一批具有代表浦东新区节能减排先进性和示范引领作用的绿色制造标杆企业，完成10家绿色制造示范单位创建。
          福建省：推进绿色低碳发展，打好蓝天、碧水、碧海和净土保卫战
          4月8日，福建省委副书记、省长赵龙表示，一是推进绿色低碳发展，持续加快产业结构、能源结构、交通运输机构和城乡建设发展的绿色转型，并大力倡导绿色消费、绿色居住、绿色出行等生活方式，推动资源循环利用，努力建设资源节约型和环境友好型社会。二是打好蓝天、碧水、碧海和净土保卫战。三是加强生态保护修复，优化国土空间格局。
          广州市：印发《广州市发展绿色金融支持碳达峰行动实施方案》
          近期，中共广州市委金融委员会办公室印发《广州市发展绿色金融支持碳达峰行动实施方案》，其中提出，力争到2025年，全市绿色贷款余额增速高于各项贷款余额增速。到2030年，绿色金融服务体系基本健全，绿色信贷占全部贷款余额的比重进一步提高。
          昆山市：印发《关于推进绿色低碳产业高质量发展的若干政策措施(试行)的通知》
          4月7日，昆山市政府印发《关于推进绿色低碳产业高质量发展的若干政策措施(试行)的通知》。其中提到，鼓励企业开展碳排放管理。对于未纳入全国碳交易管控范围的重点碳排放单位，按要求首次提交《碳排放核查报告》或《温室气体核查声明/证书》的，给予一次性2万元补贴。鼓励企业开展“碳中和”实践，对经认定的“近零碳工厂”予以最高100万元奖励。鼓励相关企业制定高于国家标准、行业标准的绿色低碳企业标准，对主导制（修）订相关国际标准、国家标准、行业标准的企业和机构，分别给予最高100万元、50万元和20万元的一次性奖励。

          沪深北三地交易所：发布《上市公司可持续发展报告指引》
          4月12日，在证监会指导下，沪深北三地交易所正式发布了《上市公司可持续发展报告指引》，其中提到，披露主体应当核算并披露报告期内的温室气体排放总量。鼓励有条件的披露主体聘请第三方机构对公司温室气体排放等数据进行核查或鉴证。

          蔚来：获多张ISO 14067产品碳足迹证书
          近期，莱茵TÜV为蔚来ET5车型、150kW感应异步电驱动系统、210kW永磁同步电驱动系统、75kWh电池包获颁TÜV莱茵基于ISO 14067标准的产品碳足迹证书。同期，颁发了基于ISO 14064-1:2018标准的组织层面温室气体核查（即碳核查）证书。
