                        国家发展改革委：到2025年城镇新建建筑全面执行绿色建筑标准
                        3月17日讯，国务院办公厅发布关于转发国家发展改革委、住房城乡建设部《加快推动建筑领域节能降碳工作方案》的通知。通知提到，到2025年，建筑领域节能降碳制度体系更加健全，城镇新建建筑全面执行绿色建筑标准。
                        国家发改委：构建绿色低碳循环经济体系
                        3月24日，国家发展改革委主任郑栅洁出席中国发展高层论坛2024年年会并发表演讲。他指出新型工业化城镇化、设备更新和消费品以旧换新、能耗双控向碳排放双控全面转型等带来巨大市场需求，为中外企业创造巨大发展红利。此外，他还指出进一步促进绿色低碳转型，做强绿色制造业，发展绿色服务业，壮大绿色能源产业，构建绿色低碳循环经济体系。
                        国家能源局：印发《2024年能源工作指导意见》
                        3月22日，国家能源局印发《2024年能源工作指导意见》。意见指出持续完善绿色低碳转型政策体系。科学优化新能源利用率目标，印发2024年可再生能源电力消纳责任权重并落实到重点行业企业，以消纳责任权重为底线，以合理利用率为上限，推动风电光伏高质量发展。持续推进绿证全覆盖和应用拓展，加强绿证与国内碳市场的衔接和国际认可，进一步提高绿证影响力。
                        欧盟理事会：批准《企业可持续发展尽职调查指令》
                        3月15日，欧盟理事会批准了《企业可持续发展尽职调查指令》（简称CSDDD），欧洲议会已定于4月24日对指令进行全会表决，如果正式通过，最早将于2026年下半年开始实施。该指令要求企业对其自身活动、子公司活动及其价值链中的业务伙伴开展的活动所产生的负面人权影响和环境影响承担责任义务。指令主要适用于全球营业额超过1.5亿欧元的欧盟公司和母公司。值得一提的是，法案不光适用于公司的直接行为，而是覆盖到供应链，即非欧盟企业作为欧盟企业的供应商也需要承担义务。
                        欧盟理事会：批准《关键原材料法案》
                        当地时间18日，欧盟理事会通过了《关键原材料法案》（CRMA）。CRMA中的材料清单中包含稀土、锂、镍、钴和硅等34种关键材料，包括17种战略材料。欧盟理事会称这些材料对于欧盟的绿色转型、数字化转型以及国防和航天工业至关重要。CRMA为欧盟每年原材料消耗量设立三个标准：10%来自本地开采；40%在欧盟加工；25%来自回收材料。欧盟此举意在降低对外部供应的依赖，提高原材料的可获得性。

                        江苏省：启动产品碳足迹标识认证创新试点
                        3月20日讯，江苏省市场监管局已启动七个碳足迹标识认证创新试点项目，覆盖南京市钢铁产业、无锡市输配电设备和电动两轮车产业、常州市动力电池和绿色建材产业、南通市家纺产业及盐城市光伏产业。此前，江苏省发展改革委等六部门联合印发《江苏省产品碳足迹管理体系建设实施意见》，提出全链条推动产品碳足迹的标准建设、核算、标识认证和应用场景开发。江苏省计划到2025年出台若干重点产品碳足迹核算规则和标准，力争完成400个产品碳足迹核算工作；到2030年，全省产品碳足迹管理标准体系基本完善，完成约1000个产品碳足迹核算工作。在电池、光伏、钢铁等行业，江苏省将率先探索开展产品碳标识认证，并鼓励有条件的城市开展风电装备、纺织品、输配电设备、绿色建材等特色产品碳标识认证。
                        河南省：发布钢铁行业碳达峰行动方案
                        3月18日，河南省级多部门印发《河南省钢铁行业碳达峰行动方案》，提出加快构建现代化钢铁产业体系，全面提升钢铁行业能源资源利用效率，促进河南省钢铁行业绿色低碳转型升级。到2025年，实现河南省钢铁行业产业结构、生产方式绿色低碳转型将取得显著成效，吨钢综合能耗降低2%以上，电炉钢产量占粗钢总产量比例提升至15%以上。确保2030年前行业二氧化碳排放达峰。
                        福建省：推动指导建材工业领域有序开展碳达峰工作
                        3月19日，福建省工业和信息化厅、福建省发展和改革委员会、福建省生态环境厅、福建省住房和城乡建设厅联合印发《福建省建材行业碳达峰实施方案》，计划“十五五”期间，产业结构和能源消费结构调整取得明显进展，绿色低碳技术研发和推广应用取得显著成效，原燃料替代水平大幅提高，能源资源利用效率显著提升碳排放强度持续下降，基本建立绿色低碳循环发展的产业体系，确保全行业2030年前实现碳达峰。
                        成都市：印发碳达峰实施方案
                        3月20日，成都市人民政府关于印发成都市碳达峰实施方案的通知，其中提到探索开展重点产品碳足迹管理体系建设。鼓励光伏、锂电池等行业参与国家产品碳足迹核算规则标准制定，在重点领域和成熟行业积极争取国家产品碳足迹、碳中和认证试点，支持并引导出口行业、重点企业开展企业级、产品级、供应链碳足迹溯源。依托省级电网，探索参与电力碳足迹溯源系统建设，探索推进能源碳足迹国际互认，促进清洁能源优势转化为产业优势。
                        上海市：我国首个中国籍船舶碳排放管理机构成立
                        3月20日，我国首个中国籍船舶碳排放管理机构，上海海事局船舶能效管理中心成立。中心将有针对性地指导我国航运企业积极采取技术、营运和使用替代燃料等措施降低船舶能耗。

                        麦当劳中国：首家光储一体“零碳餐厅”落地广州
                        3月20日，麦当劳中国宣布广州云山天地餐厅正式开业，这家餐厅按照国际权威绿色建筑认证LEED“零碳排放（Zero Carbon）”标准设计建造，采用“光伏发电+电储能”绿色能源利用模式，将成为国内首家光储一体“零碳餐厅”。
                        宁德时代：计划2035年实现价值链碳中和
                        3月15日，宁德时代发布2023年ESG报告。提到2023年零碳电力使用比例提升至65.4%；单位产品温室气体排放量下降45.6%。碳中和目标是计划到2025年实现核心运营碳中和，到2035年实现价值链碳中和。
                        中国石油：总部大楼实现碳中和
                        3月22日讯，中国石油总部大楼获得“中国石油总部碳中和大厦”认证。这标志着中国石油总部办公楼宇实现年度运营碳中和。中国石油主要通过采用玉门油田自有绿证完全替代电力排放、采用长庆油田千亩“红色南梁林”抵消天然气和热力排放等措施，实现总部大楼碳中和。
                        国际锂业协会：推出锂产品碳足迹核算指南
                        3月20日，国际锂业协会（ILiA）发布了首份指南，为全球锂行业提供了电池级碳酸锂和电池级氢氧化锂生产过程中核算碳足迹的标准化方法。国际锂业协会创始会长指出：“拥有全球统一的产品碳足迹核算方法是至关重要的，这不仅能确保温室气体（GHG）排放量的精确计算，还能进行有意义的比较。”
