          中共二十届三中全会：扎实推进绿色低碳发展
          7月18日，中国共产党第二十届中央委员会第三次全体会议在北京举行。全会分析了当前形势和任务，强调坚定不移实现全年经济社会发展目标。要按照党中央关于经济工作的决策部署，落实好宏观政策，积极扩大国内需求，因地制宜发展新质生产力，加快培育外贸新动能，扎实推进绿色低碳发展，切实保障和改善民生，巩固拓展脱贫攻坚成果。要总结评估“十四五”规划落实情况，切实搞好“十五五”规划前期谋划工作。
          全会提出，中国式现代化是人与自然和谐共生的现代化。必须完善生态文明制度体系，协同推进降碳、减污、扩绿、增长，积极应对气候变化，加快完善落实绿水青山就是金山银山理念的体制机制。要完善生态文明基础体制，健全生态环境治理体系，健全绿色低碳发展机制。

          7月16日，北京市商务局印发《北京市深化服务业扩大开放促进外商投资实施方案》。《方案》鼓励绿色低碳发展；鼓励外商投资企业绿色低碳发展，积极参与碳达峰碳中和战略，有关部门可以按照相关规定对外商投资绿色低碳发展项目予以奖励。
          北京市通州区经济和信息化局：印发《关于北京城市副中心绿色化改造提升项目补助资金的实施细则》
          7月17日，北京市通州区经济和信息化局印发《关于北京城市副中心绿色化改造提升项目补助资金的实施细则》，支持绿色制造体系建设，鼓励制造业企业创建绿色工厂、绿色供应链，对获得国家级“绿色工厂”“绿色供应链”称号的制造业企业，最高支持100万元；对获得市级“绿色工厂”称号的制造业企业，最高支持50万元；鼓励企业实施减碳发展；鼓励企业试点通过权威机构开展“碳中和企业”认证，对获得“碳中和企业”认证的企业，最高支持50万元。
          京津冀：三地发布全国首个区域《碳普惠项目减排量核算技术规范 低碳出行》标准
          2024年10月1日起，由北京市、天津市、河北省共同制定并发布的《碳普惠项目减排量核算技术规范 低碳出行》（DB11/T 3043-2024）标准，将正式开始实施。此标准旨在推动落实双碳战略，鼓励京津冀区域开展多种形式的碳普惠活动，调动全社会力量自愿参与碳减排。
          上海市黄埔区发改委：印发《黄浦区碳达峰重点项目实施方案》
          7月17日，黄浦区发展和改革委印发《黄浦区碳达峰重点项目实施方案》，提出将运用数字化赋能绿色金融，鼓励金融机构运用数字化赋能绿色金融产品，推动一批重大绿色金融项目落地；打造低碳试点示范，聚焦连锁企业首店和旗舰店，建成一批高品质生态示范门店，营造良好绿色消费环境。鼓励引导积极性高、社会影响大、带动作用强的企业开展绿色供应链试点项目。
          天津市工信局：印发《市工业和信息化局关于开展2024年度国家级绿色制造名单推荐工作的通知》
          7月15日，天津市工业和信息化局印发《市工业和信息化局关于开展2024年度国家级绿色制造名单推荐工作的通知》。在绿色供应链管理方面《通知》提出，各区要组织汽车、机械、电子、纺织、通信等行业影响力大、经营实力雄厚、产业链完整、绿色供应链管理基础好、在产业链发挥主导作用的链主企业进行申报。优先推荐供应商中绿色工厂数量众多的龙头企业，优先支持汽车产品生产者责任延伸试点企业、新能源产业链等重点产业链企业。
          深圳市生态环境局：开展第四批近零碳排放区试点项目申报
          7月16日，深圳市生态环境部开展第四批近零碳排放区试点项目申报，本次征集范围包括近零碳排放区域、园区、社区、校园、建筑、企业六个类型，将充分利用各类资金政策积极支持近零碳排放区试点建设，对符合规定的试点项目予以奖励或补贴，鼓励各区财政对试点项目予以支持。积极引导各级金融机构为试点项目建设提供绿色信贷、绿色债券、绿色基金等金融支持。
          常州市人民政府：印发《常州市近零碳园区和近零碳工厂试点建设三年行动方案（2024—2026年）》
          7月15日，常州市人民政府印发《常州市近零碳园区和近零碳工厂试点建设三年行动方案（2024—2026年）》。《方案》提出到2026年完成10个以上近零碳园区、15个以上近零碳工厂、30个新型智能微电网试点示范项目的建设的工作目标。在保障措施方面，《方案》将对列入常州市近零碳园区试点计划的园区，给予每家50万元的一次性建设补助；对完成试点创建并通过验收的近零碳示范园区，给予每家最高50万元的示范奖补。对国家、省认定的零碳（近零碳）工厂分别给予最高100万元、50万元奖励。
          西安市人民政府：印发《国家碳达峰试点（西咸新区）实施方案》
          7月18日，西安市人民政府印发《国家碳达峰试点（西咸新区）实施方案》，提出持续创建国家级、省级绿色工厂，推动隆基、中车西安车辆厂等行业龙头企业带动上下游企业实现供应链一体化绿色低碳发展；全面打造“零碳”样板，落实龙头企业或大型国有企业社会责任，探索打造“零碳工厂”，探索供给“零碳产品”；在绿色交通和绿色建筑基础上进一步提升，探索打造“零碳交通设施”和“零碳建筑”等。
          哈尔滨市人民政府：印发《国家碳达峰试点（哈尔滨经济技术开发区）实施方案》
          7月17日，哈尔滨市人民政府印发《国家碳达峰试点（哈尔滨经济技术开发区）实施方案》。《方案》提出将聚焦高品质粮食、肉类制品、酒水饮品等产业链，加快生产线智能化、绿色化改造，带动哈尔滨市乃至黑龙江省食品产业由全国绿色大粮仓向全国绿色高品质大厨房转型升级；鼓励企业开展科学碳目标制定和绿色供应链管理，优先在汽车、机械、电器电子等行业创建一批具有较强影响力的绿色供应链管理示范企业、培育一批管理基础好且绿色发展成效显著的绿色工厂，鼓励一批设定科学碳目标的企业实现精准降碳；引导企业结合自身产品和公司发展方向，有序开展产品碳足迹认证工作，提升生产企业品牌价值，促进绿色供应链发展；引导重点出口企业建立产品碳足迹管理体系，支持打通关键产品全生命周期的物料、辅料、能源等碳排放数据以及行业碳足迹数据，重点推动装备制造、绿色食品等行业开展产品碳足迹测算与评价，引导企业节能降碳。

          华为2024供应商碳减排大会：共建绿色低碳、可持续发展的产业链
          7月15日，以“绿色低碳 共赢未来“为会议主题的华为2024年供应商碳减排大会在坂田基地召开。华为集团董事、全球采购认证管理部总裁彭博出席大会并介绍了行业发展趋势、华为可持续发展理念和对合作伙伴的碳减排期望，并对碳减排优秀供应商进行了表彰。彭博表示：“华为将在数字能源业务领域先行试点，通过绿色采购规则牵引供应商降低碳排放强度，通过签署供应商绿色减碳目标和行为承诺书，向供应商传达经济强度年比降低7%的目标要求。”
          绿色金融：兴业银行汕头分行为印染纺织企业发放节能减排贷款
          7月12日，兴业银行汕头分行成功发放全国首笔能效电厂节能减排挂钩贷款，发放对象为一家印染纺织企业——鼎泰丰实业有限公司，该企业正在开展的高端功能性面料绿色印染智能工厂项目，已被纳入广东能效电厂项目储备库。贷款通过将贷款成本与借款人节能减排重要指标相挂钩的方式，进一步激励企业绿色发展、提质增效。

          近日，车资阳公司获得国际权威认证机构颁发的新能源机车（内电）碳足迹证书。
