4月2日，中共中央办公厅、国务院办公厅印发《关于完善价格治理机制的意见》。《意见》提出，健全促进绿色低碳转型的能源价格政策。以全国碳排放权交易市场为主体，完善碳定价机制。探索有利于促进碳减排的价格支持政策。完善全国统一的绿色电力证书交易体系。建设绿色能源国际标准和认证机制。
生态环境部：公开征求5项产品碳足迹相关国家生态环境标准意见
3月28日，生态环境部公开征求《温室气体 产品碳足迹量化方法与要求 平板玻璃》等5项国家生态环境标准征求意见稿，包括平板玻璃、通用硅酸盐水泥、光伏组件、轻型电动汽车和动力电池产品。此前，生态环境部印发《关于建立我国碳足迹管理体系的实施方案》（环气候〔2024〕30 号），明确提出优先聚焦电力、 煤炭、水泥、玻璃、锂电池、新能源汽车、光伏和电子电器等重点产品制定发布产品碳足迹核算规则标准。
欧盟委员会：提议放宽车企碳排放规则
4月1日，欧盟委员会提出一项法规修订方案，修订方案提议将允许汽车制造商在2025年至2027年内不按年度审核，而是以这3年的平均二氧化碳排放水平来衡量是否达到减排目标。此举将使车企在个别年份排放超标时，仍可通过其他年份的超额减排来平衡。

福建省工信厅等部门：印发《关于推动制造业绿色低碳发展的若干措施》
3月26日，福建省工业和信息化厅、福建省财政厅、福建省发展和改革委员会、福建省生态环境厅等七部门联合印发《关于推动制造业绿色低碳发展的若干施》。《措施》指出，支持条件成熟的绿色工厂、绿色园区对照相关标准开展低零碳升级改造，对达到省级低零碳工厂标准并经评审公告的企业，省级工业节能降碳和循环经济专项资金最高给予30万元一次性奖励，对达到国家级低零碳等相关标准并经评审公告的企业可再给予一次性奖励。鼓励龙头企业、“链主”企业率先开展产品碳足迹核算评价、认证和推广工作，推动工业重点产品碳足迹核算评价和认证标准研制。

3月24日，湖州市人民政府印发《湖州市人民政府印发关于推动经济高质量发展若干政策（2025年版）》。《政策》提出推进实施木制品产品碳足迹标识认证国家试点工作，引导政府、行业、企业等各层级力量广泛参与产品碳足迹标识认证。安排交通运输碳达峰专项资金；落实绿色金融政策2.0，实施转型企业贷款补助、绿色普惠贷款贴息。积极探索“绿证＋绿贷”创新模式，将企业绿色转型、节能技改、可再生能源项目实施、绿证申购等举措纳入融资主体ESG评价体系，引导金融机构创新与ESG评分挂钩的贷款产品。
慈溪市：打造低碳零碳先行市
近日，慈溪市卓力、月立、富尔达、迦南智能等4家企业获评国家级绿色工厂。同时，国家级绿色工厂禾隆成功创建宁波首批零碳工厂。2024年，慈溪市15家国家级绿色工厂实现出口贸易额56.8亿元，同比增长11%，彰显绿色低碳发展新动能。

罗氏：到2045年在自身运营和价值链层面实现净零排放
4月2日，罗氏公布公司通过科学碳目标组织（SBTi）的验证。罗氏决心到2045年在自身运营和价值链（范围 1、2 和 3）中实现温室气体净零排放。
近期目标（到 2029 年、2022 年为基准）：
将范围1和2的绝对温室气体排放量减少70%。
将燃料和能源、公司运营和商务旅行产生的废物产生的范围3温室气体绝对排放量减少22.5%。
将已售产品使用和已售产品生命周期终止产生的范围 3 温室气体绝对排放量减少 22.5%。
罗氏 70% 的供应商（按范围 3 采购商品和服务、资本货物以及上游运输和分销的排放量计算）将制定科学碳目标。
长期目标（到 2045 年、2022 年为基准）：
将范围1、2和3的绝对温室气体排放量减少90%，以实现净零。
天合光能：推进零碳园区建设
