          中共中央、国务院办公厅：推进全国碳市场建设，强化碳排放核算、报告与核查管理
          8月25日，新华社受权发布中共中央办公厅、国务院办公厅《关于推进绿色低碳转型加强全国碳市场建设的意见》，指出我国已建立重点排放单位履行强制减排责任的全国碳排放权交易市场和激励社会自主减排的全国温室气体自愿减排交易市场。
          为推动建设更加有效、更有活力、更具国际影响力的全国碳市场，《意见》提出：稳慎推进金融机构探索开发与碳排放权和核证自愿减排量相关的绿色金融产品和服务，加大对温室气体减排的支持力度。加强碳排放核算与报告管理。健全企业温室气体排放报告制度。加强碳排放相关检验检测机构管理，建立违规机构清出机制。积极培育咨询服务、检验检测、审定核查等技术服务业，定期开展评估，促进第三方技术服务市场健康发展，打造更多国际性专业服务机构。推动技术服务机构加强行业自律管理。加强全国碳市场与绿电、绿证等市场化机制的政策协同、制度衔接。

          8月28日，新华社受权发布中共中央、国务院《关于推动城市高质量发展的意见》。
          《意见》明确，推进生产领域节能降碳。实施工业能效、水效提升行动，推广绿色低碳先进工艺技术装备。加强高耗能高排放项目管控，推动落后产能有序退出。建立重点产品碳足迹标识认证制度。大力发展绿色建筑，加快新型建材研发应用，推动超低能耗建筑、低碳建筑规模化发展，加大既有建筑节能改造力度。践行绿色低碳生活方式。推广节能低碳生活用品，减少一次性消费品和包装用材消耗。持续推进“光盘行动”。深入推进城市生活垃圾分类，推动分类网点与再生资源回收网点衔接融合。优先发展城市公共交通，倡导绿色低碳出行。

          北京市朝阳区：对获碳中和及相关国际认证企业给予资金奖励
          8月27日，北京市朝阳区生态环境局公开征集《朝阳区减污降碳促进绿色低碳发展支持办法（修订稿）》意见。《修订稿》提出，鼓励企业（单位）、园区通过实施分布式光伏、碳汇抵销、绿电交易等措施实现企业（单位）净零碳排放；鼓励有条件的企业（单位）、园区结合自身业务需求，加强国际交流与合作，积极拓展海外市场，开展碳排放总量和碳排放强度相关认证工作。对首次获得碳中和认证及相关国际认证的企业（单位），给予一次性5万元奖励。
          四川省：启动中欧班列集结中心三年建设计划 重点攻坚低碳物流与绿色包装
          8月28日，四川省人民政府印发《四川省推动中欧班列集结中心枢纽体系建设三年行动方案》。《方案》提出，加强低碳铁路物流技术、绿色循环包装载具等研发和推广应用，推动托盘、周转箱等载运器具标准化应用和智能化管理。
          福州市数据管理局等部门：支持打通关键产品全生产周期的碳排放数据以及行业碳足迹数据
          8月28日，福州市数据管理局、中共福州市委金融委员会办公室、福州市发展和改革委员会等15部门福州联合印发《“数据要素×”三年行动计划（2025—2027年）》。《行动计划》指出，开展碳排放管理。支持打通关键产品全生产周期的碳排放数据以及行业碳足迹数据，完善碳排放监测和统计核算体系，开展产品碳足迹核算与评价，提升区域碳管理效率。
          福州市商务局等部门：鼓励企业积极申请绿色产品、涉碳类产品认证项目
          8月25日，福州市商务局、福州市发展和改革委员会、福州市教育局等13部门印发《福州市促进服务消费高质量发展实施方案》。《实施方案》倡导绿色消费引领时尚，推广“以竹代塑”等新理念和应用场景。建立健全绿色低碳服务标准、认证、标识体系，完善绿色设计标准和能效水效标识管理，提升绿色服务市场认可度。推进绿色低碳先进技术示范工程，加快推广应用先进绿色低碳技术，争取列入国家发展改革委绿色低碳先进技术示范项目推广清单。鼓励企业积极申请质量管理体系、绿色产品、有机产品、涉碳类产品等认证项目，着力发挥认证服务社会经济发展的职能。
