The Chengdu Zero Carbon Voucher Management Measures (Trial) is a government subsidy program designed to encourage enterprises to undergo low-carbon transformation and enhance their carbon management capabilities. The "Zero Carbon Voucher" is issued in the form of fixed-value electronic vouchers and is divided into four categories: capacity building, carbon footprint certification, carbon accounting, and carbon reduction-linked loans. The subsidies cover training costs for enterprises and public institutions participating in national carbon market capacity-building programs, costs of carbon footprint certification for manufactured products, expenses related to carbon inventory services, and interest subsidies for carbon reduction-linked loans obtained from financial institutions. The corresponding reimbursement amounts are 4,000 RMB, 30,000 RMB, 20,000 RMB, and 50,000 RMB, respectively.
