《联合国气候变化框架公约》第二十八次缔约方大会（COP28）于11月30日至12月12日在迪拜世博城举行，各国领导人齐聚，共同制定全球应对气候变化更具雄心的计划。“全球盘点（GST）”作为此次大会的主要议程备受关注，评估世界是否在实现《巴黎协定》的轨道上，具有阶段性意义，其结果将为人们揭示全球气候变化行动的现状、差距、目标，以及最重要的方法和路径。今日是大会的第7天，COP 28行程过半，目前全球盘点进度几何？中国在应对气候变化领域做出了哪些贡献？
1 全球盘点的关键性报告
在进行全球盘点（Global Stocktake，GST）前，联合国已发布三份重要报告，COP 28上的全球盘点以此为基础展开。
《第一次全球盘点技术对话》是一份总括性的事实资料，确定了需要采取进一步行动以弥合差距（相关术语解释见文末）的关键领域，并探讨了《巴黎协定》执行过程中的挑战和障碍。该报告评估了在实现《巴黎协定》宗旨和长期目标方面取得的集体进展，并向缔约方通报了更新和加强行动和支持以及加强气候行动国际合作的潜在领域。
《适应差距报告》系列对适应规划、融资和实施方面的全球进展进行了年度科学评估。2023年报告包含更加深入的资金评估章节，以及探讨损失和损害、实施和规划的专题章节。
《2023年适应差距报告》发现：发展中国家的适应资金需求是国际公共资金流的10-18倍，这比之前的估计范围高出50%以上；按照模型估计，发展中国家的适应成本在近十年间为每年2150亿美元；当前的适应资金缺口估计为每年1940亿到3660亿美元之间。与此同时，适应规划和实施似乎处于停滞状态。倘若适应失败，就会引发严重的损失和损害后果，对最易受气变冲击的群体的影响尤甚。
《排放差距报告》是联合国环境署每年在年度气候会议之前发布的焦点报告，追踪了全球排放量与当前国家承诺之间的差距，以及将升温控制在1.5°C以内所需的全球排放量水平，探讨了弥合排放差距的方法。
《2023年排放差距报告》表明：2030年的预计排放量必须减少28%，才能走上实现《巴黎协定》2°C目标的路径，减少42%才有可能实现1.5°C度目标。更多要点详见一文。
2全球盘点进展及目前的结论
COP 28大会的第一周，世界领导人在一系列高级别活动上分享了他们对全球盘点结果的看法和期望。各国政府将在COP28上就全球盘点做出决定（如确定国家自主贡献（NDC）目标），以提高未来十年应对气候变化的雄心和行动。
截至今日，COP 28已举行了三场全球盘点圆桌会，官方已发布《首次全球盘点高级别委员会 高级别事件概要》，包括以下三个要点：
一、减排。迫切需要让世界走上适当的减排途径，深度、快速和持续地减少全球温室气体排放。尽快使全球温室气体排放达到峰值，在本世纪中叶或者更早以前实现净零排放对于保持1.5°C至关重要。
二、适应。存在巨大的适应资金缺口（根据《2023年适应差距报告》估计每年在1940-3660亿美元之间），并强调各国需要紧急加强行动，加强适应并大幅增加发展中国家的能力和资源，重点关注那些特别脆弱的国家。
三、实施手段。自《巴黎协定》签署以来，全球气候融资流量有所增加，但资金和实施手段与实现《巴黎协定》目标所需的投资、需求和优先事项不相称，特别是发展中国家的目标。此外，能力建设、技术开发和转让至关重要，包括创新。
3 中国的参与和贡献
《巴黎协定》首次全球盘点必须正视2020年前雄心和实施两方面巨大缺口，客观盘点各领域实施进展，并且面向未来提交负责任答卷；必须维护并落实《巴黎协定》，特别是共同但有区别责任原则和国家贡献自主性；必须保障发展中国家发展权，在可持续发展和减贫框架下推进绿色公正转型，并整体性推进气候响应。

2023年，中国站在维护人类命运共同体利益和促进我国可持续高质量发展的历史高度，以更宽的视野统筹发展与减碳、减缓与适应工作，不断深化碳达峰碳中和国内行动，积极推进应对气候变化国际交流合作，取得了举世瞩目的成绩，促进了第28届联合国气候变化大会(COP28)的顺利召开。
一、中国基于基本国情稳步推进碳达峰碳中和工作，不断提升应对全球气候变化的能力。
在国内层面，我国承诺“双碳”目标坚定不移，统筹产业结构调整、污染治理、生态保护、应对气候变化，协同推进降碳、减污、扩绿、增长，全方位、全地域、全过程开展生态文明建设。在碳达峰碳中和“1+N”政策体系的框架下，出台了具体领域的碳达峰碳中和实施方案和政策。在制定方案和政策的同时，中国深入持续推进全方面低碳转型，如推进能源革命和低碳产业革命、大力发展低碳交通、大力推进建筑减碳等。
尽管我国实现“双碳”目标的底子相比发达国家来说还总体比较薄弱，但基于上述扎实的工作，中国今后还是有能力、有潜力继续引领全球气候变化相关工作。
二、中国基于全球利益携手开展国际合作，为COP28的顺利召开营造良好的氛围。
在国际层面，人类是一个命运共同体，全球气候变化需要各国紧密合作。2023年，中国与法国、德国等国家和地区深入探讨气候变化应对合作事宜，并受邀参与了经济合作与发展组织（OECD）主导的碳减排政策包容性论坛的相关交流工作；中国积极促成中美气候合作，中美两国于2023年11月联合发布，提出中美两国致力于有效实施巴黎协定及其决定，启动“21世纪20年代强化气候行动工作组”，并在能源转型、甲烷和其他非二氧化碳温室气体排放管控、循环经济和资源利用效率、地方合作、森林、温室气体和大气污染物减排协同、2035年国家自主贡献、COP28的召开等方面形成了共识。
在俄乌冲突、巴以冲突的国际形势下，上述交流和合作成果为COP28的顺利召开释放了积极的信号，营造了相对宽松的对话与协商国际环境。11月30日，COP 28大会无异议通过正式启动损失与损害基金的动议；12月2日，大会主席国与世界卫生组织联合发布《气候与健康宣言》。会议期间，大会秘书处发布《聚焦甲烷：一条自由而透明的道路》，联合国环境规划署发布《2023年全球干旱报告》。COP28这些来之不易的协商和合作成果，离不开中国长期的积极参与和引领作用。
在应对气候变化的格局下推进碳达峰碳中和，是推动我国经济结构转型升级、形成绿色低碳产业竞争优势，实现高质量发展的内在要求，是中国自己必须要开展的工作。不论国际形势如何发展，中国都会坚定不移地推进碳达峰碳中和工作。
