                        工信部等五部门：将提升化工园区绿色低碳、可持续发展等方面水平
                        8月8日，工业和信息化部、自然资源部、生态环境部、交通运输部、应急管理部等五部门联合印发《关于推进化工园区规范建设和高质量发展有关工作的通知》。《通知》指出，支持竞争力二级、智慧化提升级化工园区在创新驱动、绿色低碳、可持续发展、智慧化转型等方面进一步完善提升。
                        央行等七部门：发挥绿色金融牵引作用，助力新型工业化产业绿色低碳循环发展
                        8月5日，中国人民银行、工业和信息化部、国家发展改革委、财政部、金融监管总局、中国证监会、国家外汇局联合印发了《关于金融支持新型工业化的指导意见》。《意见》提出，发挥绿色金融牵引作用，助力产业绿色低碳循环发展。强化绿色信贷、绿色债券等多元化绿色金融工具在制造业绿色低碳转型中的应用。完善绿色金融激励约束机制，推动金融机构开发支持绿色制造的金融产品，加大对环保、节能、节水、清洁生产、资源综合利用、绿色制造、低碳等领域的投入，支持绿色工厂绿色低碳转型升级。
                        工信部等八部门：推动机械工业绿色化发展
                        8月1日， 工业和信息化部、人力资源社会保障部、住房城乡建设部等八部门联合印发《机械工业数字化转型实施方案》。《方案》提出，推动机械工业高端化、智能化、绿色化发展，为推进新型工业化提供坚实的技术装备保障。
                        欧盟委员会：公开征求《循环经济法案》意见，旨在加速向循环经济过渡
                        8月1日，欧盟委员会公开征求《循环经济法案》意见，旨在增强欧盟经济安全、竞争力和脱碳能力，构建高质量二次原料单一市场，促进循环产品、再生材料和废弃物的自由流通。政策将聚焦电子废物回收、绿色公共采购及回收基础设施投资等内容，并与《可持续产品生态设计法规》《包装与包装废弃物法规》等政策协同。该法案拟于2026年通过，咨询期至2025年11月6日。

                        北京市经开区经济发展局：对获得碳中和认证企业及园区给予奖励
                        8月6日，北京市经济技术开发区经济发展局开展《北京经济技术开发区促进绿色低碳高质量发展若干措施》节能降碳类相关事项申报工作。
                        在碳中和认证方面：
                        • 首次获得碳中和认证的规上工业企业，给予50万元奖励，其中自建新能源设施实际发电量应不低于电网购电量的10%；
                        • 首次获得碳中和认证的限额以上非工业企业，给予50万元奖励，其中自建新能源设施实际发电量应不低于电网购电量的10%，且碳中和年度的电耗在400万度以上；
                        • 首次获得碳中和认证的城市更新园区，给予50万元奖励，自建新能源设施实际发电量应不低于电网购电量的5%；
                        • 首次获得部分厂房或车间碳中和认证的重点碳排放单位，给予50万元奖励，其中厂房或车间的自建新能源设施实际发电量应不低于电网购电量的10%，且该厂房或车间碳中和年度的电耗在400万度以上；
                        • 已获得经开区资金支持的碳中和认证项目，继续按上述要求获得碳中和认证的，给予10万元奖励。
                        所有申报单位需经有资质的碳排放核查企业进行碳核查（具有中国合格评定国家认可委员会（CNAS）官方认证的ISO14064-1组织温室气体声明核查资质）。
                        上海市：支持开展产品碳足迹标识认证工作，推动建立跨境绿色供应链管理体系
                        近日，上海市十六届人大常委会第二十三次会议对《中国（上海）自由贸易试验区条例（修订草案）》进行了审议，现向社会广泛征求意见。《征求意见稿》指出，鼓励自贸试验区内企业等经营主体申请国际通行的环境和能源管理体系标准认证，参与绿色低碳供应链建设试点，节约能源资源，采用先进生产工艺和技术减少污染物和温室气体排放。鼓励开展绿色产品和服务进出口贸易，推行国家统一的绿色产品标准、认证和标识体系，支持开展产品碳足迹标识认证工作，推动建立跨境绿色供应链管理体系。
                        上海市：生态文明领域统领性法规出台，建立健全碳排放统计核算体系和产品碳足迹管理体系
                        8月2日，上海市人民代表大会常务委员会发布《上海市人民代表大会常务委员会关于深入推进生态文明建设 打造美丽中国上海典范的决定》全文。《决定》由上海市第十六届人民代表大会常务委员会第二十三次会议于2025年7月31日通过，自2025年9月1日起施行。《决定》提出，加快构建碳排放总量和强度双控制度。建立健全碳达峰碳中和标准体系、碳排放统计核算体系和产品碳足迹管理体系，加快打造绿色低碳供应链；深化上海地方碳市场建设，完善碳普惠等温室气体自愿减排机制。
                        贵州省生态厅：鼓励将产品碳足迹纳入绿色低碳供应链和产品评价体系
                        8月6日，贵州省生态环境厅公开征求《贵州省碳足迹管理体系建设方案（征求意见稿）》意见。《征求意见稿》提出，鼓励贵州省重点企业开展自身和供应链碳足迹评价；鼓励将产品碳足迹纳入绿色低碳供应链和产品评价体系，充分发挥产品碳足迹促进产业链上下游企业应用低碳技术、实施低碳改造、优化能源资源配置、履行社会责任的积极作用；以电子产品、家用电器、装饰装修材料、农林产品、烟酒茶和新能源汽车等消费品为重点，有序推进产品碳标识在消费品领域的推广应用，鼓励大型商超和电商平台采销碳标识产品，支持消费者购买和使用碳标识产品。
                        南京市人民政府：推动高水平、国际化碳专业服务机构集聚，逐步完善产品碳标识认证工作体系和长效机制
                        8月5日，南京市人民政府办公厅印发《南京市生产性服务业高质量发展行动方案（2025—2027年）》。《方案》提出，推广节能咨询、诊断、设计、融资、改造托管等“一站式”综合服务模式和合同能源管理，探索实行智慧生态管理、环境托管等，培育绿电交易、碳资产管理、碳足迹认证等服务业态。推动高水平、国际化碳专业服务机构集聚，逐步完善产品碳标识认证工作体系和长效机制。到2027年，完成30个碳标识认证应用，打造5家左右（近）零碳工厂和园区，规上节能环保服务企业营业收入年均增长达到10%左右。
